KATHMANDU , April 3The 14th South Asian Association for Regional Cooperation (SAARC) Summit has kicked off in New Delhi Tuesday.The summit was inaugurated by the Indian Prime Minister Manmohan Singh this morning.Speaking at the programme Singh stressed the need to increase multilateral assistance between the SAARC countries.
